In one point I think Mr Ellich is unreasonably afraid. The British Naval officers acting under this statute would have power to enforce such stipulations in Chinese waters but not in those waters with which some Treaty Exists: see Law Adviser's Opinion in 1 of 1858. 981. Notice that the opinion in question & discussion contained in it are cautiously communicated to the Admiralty Office.
